There is literally one line in the movie where Chadwick says there are 21 bridges to get off the island shut em all down. That's why the movie is called 21 Bridges.
The plot had nothing to do with the title. I have to agree with most posts saying very predictable. Sienna when she was being held and said why do you believe this cop killer, I knew she was in on it.
Poor effort on the writing to involve all these police officers being killed by two guy heist. And not for nothing there is no way in any world that 300 kilos is unguarded in a wine store at 1am. Drugs trafficking does not work that way ever!
